Arrangements towards a Qualification of the Hong Kong Statistical Society

Since the signing of the Agreement between the Royal Statistical Society (RSS) and Hong Kong Statistical Society (HKSS) in August 2001, the professional statistical examinations have been held annually by HKSS in Hong Kong as from the 2002 round of the examination. The syllabuses, examination papers and the standard for marking examination scripts are all along the same as those of the RSS examinations. Furthermore, the certificates issued by the HKSS to successful candidates for all levels of the professional examinations (i.e. Ordinary Certificate, Higher Certificate and Graduate Diploma) are endorsed by the RSS and fully recognised by the RSS as of a standard equivalent to those issued by the RSS.

In 2015, after a strategy review, RSS decided to discontinue its professional examinations as from September 2017. Instead of organising professional examinations, RSS moved to an accreditation model after 2017.

An agreement between RSS and HKSS was reached in March 2017 concerning the transitional arrangement for the mutual recognition of the Graduate Statistician (GradStat) qualification after withdrawal of the examination in 2017. This agreement was updated in June 2020 and further in December 2021.

In particular, the professional qualifications obtained through HKSS examinations in the past will still be recognised by RSS and HKSS against any new standards that are introduced. Those who successfully complete the Graduate Diploma will continue to be eligible for Graduate Statistician status after May 2017.

Since cessation of the examination in 2017, HKSS has been providing the service of academic assessment to persons who cannot complete all exams towards a qualification. A review has recently been conducted and HKSS has decided to streamline the application of Graduate Statistician (GradStat) and Certified Statistician (CertStat) membership of the HKSS. For persons who are interested in the GradStat or CertStat membership, as from January 2022 they can directly apply for the membership without the need to go through the application of academic assessment beforehand. The application forms for GradStat and CertStat have been suitably revised.
