Sample surveys have become very popular these days in Hong Kong and are used for a wide range of purposes. It is expected that this surging trend for the widespread use of sample surveys will continue in the years to come. However, it should be emphasized that those surveys which are not properly conducted do not produce meaningful findings. For surveys conducted privately for business purposes, the results may lead to unsound business decisions but still they affect only individual firms. For surveys whose results are to be publicised and may have implications on public policies, it is a social responsibility of the sponsors of such surveys to ensure that they are properly conducted.

The Hong Kong Statistical Society has along been actively advocating the proper conduct of sample surveys. In 1991, we invited members of the Society, Prof. Y.K. CHAN of The Chinese University of Hong Kong, Mr. F.W.H. HO (Commissioner for the Census and Statistics Department, 1992-2005), Prof. K.W. NG and Dr. S.M. SHEN of the University of Hong Kong to prepare a booklet "A Practical Guide to Sample Surveys". The booklet attempts to present the complicated subject in an easy-to-understand manner so that it would be a useful reference to both the survey-takers and users of sample survey results. The electronic copy of the booklet is available for free download.

The Hong Kong Statistical Society is the copyright owner of the booklet "A Practical Guide to Sample Surveys".

Visitors of this website are permitted to download and print the booklet for his/her own personal reference. However, if the booklet is to be reproduced for further re-dissemination, permission is required from the Hong Kong Statistical Society.
