The Hong Kong Statistical Society (HKSS) is prepared to establish in Hong Kong a complete accreditation and examination system for statistical professionals. As from May 2002, a professional examination consisting of three levels, i.e. the Ordinary Certificate, the Higher Certificate and the Graduate Diploma will be offered to candidates who sit for the examination in Hong Kong.

An agreement has been reached between the HKSS and the Royal Statistical Society (RSS) that the examination results and certificates issued by the HKSS will be endorsed by the RSS and recognized by the RSS as of standard equivalent respectively to the Ordinary Certificate, Higher Certificate and Graduate Diploma issued by the RSS. The HKSS Graduate Diploma will be regarded as equivalent to an honours degree in the UK. Currently, the universities in Hong Kong accept the RSS Graduate Diploma as meeting the entry requirement to their Masters degree programme on statistics. The HKSS will actively liaise with tertiary and vocational institutions in Hong Kong to establish an accreditation system enabling the syllabuses of statistical courses offered by these institutions and the standard achieved in their course examinations to be matched with those of the HKSS examination. The HKSS will where appropriate advise the institutions to consider aligning the syllabuses and examination papers of their courses with those of the HKSS. This will enable students attending the relevant courses to know in advance under what circumstances they would be able to get exempted from certain levels of or certain papers of the HKSS examination, and hence the prospect for them to join the statistical profession eventually. It is the target of the HKSS to have the full accreditation system established by end 2004. Nevertheless, where it is not possible or practical to establish matching in advance between the syllabuses and standard of certain institution courses and those of the HKSS examination, the HKSS would still consider applications of candidates for exemption or accreditation on individual basis with reference to information supplied by candidates in respect of the syllabuses and examination results of the courses they have taken. In certain cases where a person has obtained a good or high university degree with a substantial content of statistics, that person may get full exemption up to the Graduate Diploma level and be accepted by the HKSS to join the Society's professional membership of Graduate Statistician.

Holders of either the RSS or the HKSS Graduate Diploma may, upon obtaining the relevant working experience (five years) in statistical work, apply to the RSS for the full professional qualification of Chartered Statistician or the HKSS for the full professional qualification of Certified Statistician. They will be treated on an equal basis by both societies.
